Michael Hughes
Chair
Michael Hughes was appointed in 2017 by Supervisor Janice Hahn to represent the community of Hacienda Heights.  He was appointed as Alternate Director in 1999 and as Board Director in 2010 by Supervisor Don Knabe.  Prior to his appointment as Director he served on the Habitat Authority’s Citizens Technical Advisory Committee for 11 years.  He has served 13 years on the Board of Directors of the Hacienda Heights Improvement Association, 8 of those years as its President. Michael has served on the San Gabriel Council of Governments, and is currently on the Board of the Wildlife Corridor Conservation Authority and Hills For Everyone.

Mr. Hughes’ alternate is Joan Licari from the Hacienda Heights Improvement Association.  She was appointed in 2017.


Ivan Sulic
Vice Chair
Ivan Sulic represents the Los Angeles County Supervisor of the Fourth District, Janice Hahn, in the cities of Norwalk, Downey, Whittier, La Mirada, Santa Fe Springs and Los Nietos. He is also the Supervisor’s Deputy for Homeless Initiatives and Outreach and Deputy for Unincorporated Services. Ivan was appointed to the Board of Directors in 2017.

Mr. Sulic’s alternate is Lauren Yokomizo, who also works for Supervisor Hahn representing La Habra Heights and Diamond Bar, and in the communities of Rowland Heights and Hacienda Heights. She was appointed as Alternate in 2017.


Robert Ferrante
Director
Robert Ferrante is the Chief Engineer and General Manager of the Sanitation Districts of Los Angeles County.  He became Assistant Chief Engineer and Assistant General Manager in January 2012.  He was also appointed to the Board of Directors as an Alternate Director in 2012, and became full Director in 2019.

Mr. Ferrante’s alternate is Chuck Boehmke, Assistant Chief Engineer and Assistant General Manager. He was formerly the Department Head of Solid Waste. He was appointed as Alternate in 2019.


Jessica Martinez
Director
Jessica Martinez is a member of the Whittier City Council, and was first appointed as an Alternate Director in 2020, becoming full Director in 2021.  She received her Juris Doctorate Degree from Trinity Law School, a Bachelor’s Degree in Political Science from Loyola Marymount University, and Master’s Degrees in both International Human Rights and Bio-Ethics.  She was a public school teacher in the Whittier City School District, and is the wife of a veteran, the mother of five grown children and an active member of her church.  She has lived in Whittier for over 20 years.

Mrs. Martinez’s alternate on this Board is Henry Bouchot, who is a member of the Whittier City Council and was appointed as Alternate in June 2021.
