Fiscal Oversight Advisory Committee (FOAC)

The Habitat Authority Board of Directors has established a Fiscal Oversight Advisory Committee to provide guidance and annually report to the Board and the public on the use of Measure PH funds. This Committee helps ensure that the Special Tax proceeds are spent for their intended purposes. To support transparency, the Committee reviews the annual budget and periodic budget updates prepared by Habitat Authority staff and offers feedback.

The Committee is made up of nine members:

  • three nominated by the Whittier City Council,
  • one by the La Habra Heights City Council,
  • four by the Office of the First District Supervisor, and
  • one by the Office of the Fourth District Supervisor.

Committee appointments are subject to approval by the Habitat Authority Board.

Each volunteer position on the Committee carries a three-year term. During the establishment of the Committee some of the initial terms will be staggered. For details, see the FACT SHEET.
